水产养殖用水估价模型研究

摘要:水产养殖行业的水资源利用效率低、自身污染日益严重的主要原因之一是养殖用水的资源稀缺性和环境外部不经济性未能得到合理体现。根据水产养殖用水的资源特性,构建水产养殖用水估价模型。其中,采用水资源影子价格来确定资源水价分量,以恢复成本法等方法将环境外部性内部化来确定环境水价分量。同时探讨了水产养殖用水估价模型的应用途径和方式,并通过实例,推算出2008年上海水资源的影子价格为3.07元,环境水价分量等于0.61元,折算系数为0.95,经过计算得到2008年上海淡水池塘水产养殖用水的价格为每吨3.65元。

Abstract:The chief cause of the low efficiency of the water resources and increasing pollution in aquaculture is the scarce resources of the water and irrational representation of the environment `s negative external effect. In accordance with the resources nature of the aquaculture waters, the appraisal model of the aquaculture waters has been established, in which the shadow price of the water resources has been used to confirm the proportion of the resource water price and the environmental externality used to ensure the proportion of environmental water price, and at the mean time the channel and the ways to explore and discuss the appraisal mode of the aquaculture waters has also been conducted,namely, the theory price of aquaculture water can be achieved through the establishment of the appraisal mode, which will also provide the government with the theory foundation, including the imposition on aquaculture water, which will promote the aquiculture enterprises to adjust their production technology and process or the infusion of intervention measures. It will also improve the utilization efficiency of water resources and reduce the release of pollutants.
