摘 要：介绍了船舶安全管理中综合安全评估（FSA）的基本方法和步骤，并且将该方法应用到渔船风险评估工作中。根据渔船航行及作业情况，从渔船危险识别、渔船风险评估、风险控制方案、各种方案的费用/效益评估、决策建议等方面对渔船风险做了全面的分析与评估，就如何确保渔船安全进行了新的探索。研究的初步结果，对提高渔船风险管理水平有积极的作用，并对进一步开展渔船风险评估方面的研究有参考价值。

Application of formal safety assessment in fishing vessel risk control

Abstract: The basic measures and procedures of the formal safety assessment (FSA) are introduced, and this method is applied to evaluate the fishing vessel’s risk. According to the fishing vessel’s sailing and working condition, these processes have been carried out, such as the danger identification, risk evaluation, risk control options, cost/benefit analysis and decision-making suggestions. The new study is carried out to ensure the safety of the fishing vessels. The initial research results will be useful in improving the risk management of fishing vessels, and can also be used as a reference to conduct further research on risk assessment of fishing vessel.
